RGGI is a proven market-based solution to cut carbon dioxide emissions from fossil fuel-fired power plants that has been approved in Pennsylvania, but not yet taken effect due to obstruction efforts of businesses and lawmakers. RGGI is law in 11 other states in Eastern United States.
